Active conflict degrades more than physical infrastructure, it fractures the legal, financial, and institutional continuity on which economic activity depends. For Ukraine, maintaining access to international markets, preserving corporate structure, and enabling transactional continuity has become a strategic priority alongside the military effort.
The Ukrainian Digital Business Entities (UDBE) proposal is an ISRS policy contribution developed in collaboration with Ukrainian partners. It examines the legal, structural, and operational mechanisms by which Ukrainian businesses can maintain continuity during and after active conflict; including jurisdictional flexibility, digital-first incorporation models, and frameworks for international market access that do not depend on stable physical presence.
The proposal is oriented toward post-conflict economic resilience, with near-term utility for businesses currently operating under wartime conditions.
